Galapagos was an island group on Earth. Its islands and rocks were being destroyed either because of deterioration or human exploitation.
A radical wing of environmentalists had surrounded the last remaining island with a mine belt to prevent further damage. Three Peruvian military ships accidentaly ran into it, painting environmentalists in a poor light. This event infuriated the moderate environmentalists who would be unable to impose more restriction on DDT.
